The consular part is levied by the New Zealand Immigration Department. The immigration service is responsible for ensuring that each visa application is carefully assessed. If this information matches a database with wanted or undesirable persons, or if for another reason it is suspected that the traveller might not be travelling with good intentions, the immigration service will not approve the visa application.
